NCIP -Lead Agency for the Drafting of Philippine International Convention for the Elimination of Racial Discrimination (ICERD)
Mabini Hall, Malacaņang -the 1st Executive Inter-Agency Meeting in preparation of the Philippines State Compliance Report on the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) was held on August 20, 2019.
Presidential Human Rights Committee Secretariat (PHRCS), as the agency in-charge of monitoring compliances for the periodic reporting of the Philippines to different international human rights conventions, ensures the State Compliance Report be done and submitted, hosted the meeting to assist NCIP gather inputs for the preparation of the draft state compliance report.
Different Government Agencies such as DOJ, DFA, AFP, PNP, Ombudsman, OCA, DSWD, and NCIP as the Lead Agency for ICERD, discussed and provided comments/suggestion on the how the twenty-three-item -Concluding Observations and Recommendation of the UN Committee on the Elimination of Racial Discrimination (UNCERD) be addressed.
The Concluding Observations and Recommendations covers ICCs/IPs-related Issues - FPIC issues, enforcement of IPRA, socio economic and cultural rights, CADT/CALT issues, and other issues on legislation regarding racial discrimination.
The Philippine State Compliance Report encompasses the Philippine compliance from 2012 to present. The Report shall be completed after series of consultations with different government agencies, Civil Society Organizations (CSOs), Non-Government Organizations (NGOs), and Commission on Human Rights, and hierarchy of review by the PHRCS, Office of the Executive Secretary (OES), and DFA.
The Report is targeted to be done and transmitted to the UNCERD Secretariat by November 11 this year.
